As I leave on furlough tomorrow, I desire to draw

attention to the fact that I have so far had no reply to my memorial of 20th January, 1919, addressed to the Secretary of State on the subject of a Pensionable Personal Allowance. It has occurred to me that the matter may have been inadvertently

overlooked.

On behalf of His Excellency the Officer Administering

the Government, the Colonial Secretary informed me on the 8th February, 1919, that it was His Excellency's desire that I might send copies of my memorial to the Salaries Commission as their opinion might be helpful when he forwarded it.

As any such action was not my wish, I pointed out that, in my opinion, the circumstances referred to in the memorial did not come within the purview of the Salaries Commission (vide concluding paragraph of memorial), but in deference to His Excellency's wishes I sent copies as requested

at the same time making it clear to the Commissioners why these

were sent.

The Commissioners were also of opinion that the subject of the memorial was outside their purview, and when I appeared before them, only the Salary and Pensionable Personal Allowance of £70 per annum already fixed to the post and my- self respectively were discussed. No reference whatever was made to the second instalment (in the absence of promotion vide despatches) of the Personal Allowance with which only my

memorial deals.

I was subsequently informed that the Chairman would inform the Government that they could not deal with the memorial as it was distinct and apart from salary or personal allowances then existing. In this connection, I minuted the Colonial Secretary on 6th March, 1919, as per copy attached,

the minute being forwarded with yours of same date.
